Rockford City Hall announced that City Administrator Jim Ryan was arrested for driving under the influence following an early-morning traffic stop Feb. 8.

The city has deferred prosecution of the traffic matters to the Winnebago County State’s Attorney’s Office. An internal personnel investigation is also under way.

Rockford Mayor Larry Morrissey, who was in Baltimore, Md., on a fact-finding tour of that city’s management systems, said: “This incident is regrettable, and we will work through both the law enforcement and personnel matters as quickly as possible.”

Ryan has been placed on administrative leave pending the outcome of the investigation.
