Rockford City Council briefs

n Ald. Robert Greene (R-1) read a Finance and Personnel Committee report recommending water rates will be increased 3 percent effective Oct. 1. The report also called for water rates to be increased by an additional 3 percent effective Oct. 1, 2004. The report was laid over for future action.
n Mayor Doug Scott (D) informed city council members of a memorandum from Finance Director Andres Sammul regarding the water rate increase.
n Greene announced he would distribute a resolution to re-examine the garbage bin ordinance and urged interested aldermen to sign the resolution.
Some provisions of the ordinance, such as the one calling for an enclosure, have been criticized as cost-prohibitive or physically impossible because of the location of the trash bins.
n Ald. Dan Conness (D-14) raised concerns regarding re-examining the garbage bin ordinance and urged aldermen to collect information from city staff and citizens before making a decision about the ordinance.
n Ald. Dick Goral (R-7) expressed satisfaction with the current garbage bin ordinance.
n Ald. Doug Mark (R-3) read a Planning and Development Committee Report recommending authorization to develop and execute a cooperative agreement with the Rockford Area Transportation Study, Rockford Mass Transit District, Northern Illinois Commuter Rail Initiative and the City of Belvidere.
The primary purpose of the Rockford-Belvidere transit study is to examine the feasibility for extending commuter rail service in the region. The agreement describes the application procedure and administration of federal grant money for the study. The agreement was laid over for future action.
n Ald. Jeff Holt (D-11) submitted a memorandum from city Planner Elizabeth Kinsinger regarding the annexation amendment concerning a portion of plat one of Puri Interstate Subdivision. The memorandum was referred to the Code and Regulation committee.
n Holt submitted a memorandum from city Secretary Ginny Gregory regarding landmark applications for 210 West Jefferson St. and 119-123 S. Main St. The memorandum was referred to the Code and Regulation Committee.
n Mark submitted correspondence from Donna Henning regarding alleged criminal activity at 1252 N. Main St. The correspondence was referred to the police department.
n Mark submitted correspondence from Land Acquisition Officer Mark Rose regarding land acquisition for the downtown federal courthouse site. The correspondence was referred to the police department.
n The city clerk submitted correspondence from Insight Communications regarding the second quarter franchise fee. The correspondence was placed on file.
n Scott informed city council members of a memorandum from Sammul regarding a state grant received by the Metro Centre.
