City, county to vote on OTB relocation

Aug. 10, the Rockford City Council unanimously passed a Planning and Development Committee report recommending two agreements related to the relocation of the Trackside Rockford off-track betting (OTB) facility, 5011 E. State St., to Don Carter Lanes, 4007 E. State St.
The first is a redevelopment agreement with Don Carter Lanes, Inc., whereby the city will provide $430,000 over six years from the Miracle Mile Tax Increment Finance (TIF) District toward Don Carter’s $1.4 million renovation project.
As a result of upgrades to the facility’s bowling alley, concession stand and bar, 12 new part-time jobs and one full-time position are expected to be created at Don Carter.
The second agreement is among the city, the county and Quad City Downs, which operates the OTB. Per the agreement, Don Carter Lanes would receive an additional $50,000 in TIF funds to help make way for accommodating the OTB.
The city is also offering $50,000 for relocation costs, plus a $35,000 rebate from the city’s cut of OTB revenues.
Winnebago County is being asked to match the city’s $35,000 giveback to secure the deal. The board is slated to vote on its end of the agreement Aug. 13.
The council is expected to vote on an ordinance for final approval Aug. 17.
Other committee reports passed
υ Stenstrom Excavation was awarded its $328,375.70 bid for repairs to Charles Street.
υ Schlichting & Sons was awarded its $496,996.80 bid for the reconstruction of Potter and Sewell streets.
υ Contemporary Hammerworks was awarded its $27,700 bid for office remodeling at 1111 Cedar St.
The council approved a redevelopment agreement with JMZ Properties, LLC, whereby the city will provide $163,287 in TIF assistance, at a rate of $18,143 per year, for JMZ’s rehabilitation of the former Rockford Business College. JMZ, investing nearly $725,000, is preparing three storefronts and six apartments at 317-325 W. Jefferson St.
Aldermen also voted to extend by one year its funded grant programs contracts for service with the Rockford Board of Education, District 205 and Head Start.
Ald. Ann Thompson-Kelly (D-7) was absent.
