The EPA number amounts to the lowest levels that the EPA can expect cities to remove TCE from the water given today's technology, this is direct quote from the EPA:

"The MCL has been set at 5 parts per billion (ppb) because EPA believes, given present technology and resources, this is the lowest level to which water systems can reasonably be required to remove this contaminant should it occur in drinking water."

http://www.epa.gov/ogwdw000/contaminants/dw_contamfs/tetrachl.html

Thus, the MCL has everything to do with what's technologically possible to remove, and nothing with what's actually safe or healthy.

Oh my God, thank you SO much Stuart R. Wahlin for reporting this! I live in the area described, and for those responsible for providing safe water to act like this is new is ridiculous! I moved in this neighborhood 13 years ago, and from the beginning, my kids wouldn't drink the water because they said it tasted funny. Around 5 years ago, I came across another lady walking her dogs (a retired teacher) who was telling me about the land east of Bob's Hardware being contaminated. I had just had my gall bladder removed because I was having severe heartburn and episodes of violent vomiting - enough to visit the emergency room several times for two years before finally having gall bladder surgery. Even after that I resorted to buying bottled water because the water from the tap still gave me heartburn. I've also been taking Prevacid for several years for acid reflux, and today have a filter system on my faucet. Apparently a loan to the Metro Centre is more important than the health of the citizens of my neighborhood. Funny, I remember several stories a few years ago about the Kilburn Ave. neighborhood water being tested positive for E Coli. Are we STILL suppose to believe this is new?? Someone better change their idea of what is important regarding the health of the citizens of Rockford because they are going to be paying health bills for these neighborhood's heart, liver, and whatever problems they are exposing us to. Thank you once again for putting money before health. Too bad it won't save you yours when someone else - with yet even bigger dollar signs - is in control of YOUR health. Yeah, who needs water anyway?

Thank you again Stuart Wahlin. This has been a LONG time coming, and I'm so glad to see someone has the guts to inform those 'who should have been informed by those responsible'.

p.s. I've yet to get my letter - or any other notification - of this problem.

Merry Christmas
