State Rep. Jefferson supports bill to assist auto dealerships in re-establishing franchise agreements

Legislation passed by state Rep. Chuck Jefferson (D-Rockford) and the Illinois General Assembly earlier this year to assist local auto dealers was just signed into Illinois state law, and to ensure local car dealers are aware of the new law, Jefferson will be visiting local car dealerships this winter.
With Chrysler’s Belvidere Assembly plant nearby, this is especially relevant to our area and will have a direct and positive impact here,
Jefferson said.
This new law is about fairness, and it will help local people sustain their businesses.
House Bill 4628 is designed to help auto dealerships maintain or re-establish franchise agreements that were previously terminated. The law states that for a period of four years, an auto manufacturer may not offer a franchise agreement to a new dealer without first offering the same to a dealer they previously worked with, but were forced to end that relationship by a termination agreement due to economic hardships. Now, when auto manufacturers reopen factories, or add new shifts, local dealerships that they had previously worked with will be given first priority for agreements or contracts.
I understand the economic challenges that Rockford is facing, and that is why I am continuing to meet with local businesses and workers, to get their insight and their ideas for ways that we work together to stimulate our economy,
Jefferson said.
Several local dealerships contacted me with their support for this legislation, and their participation in the process was much appreciated. Pushing forward legislation that creates and sustains local jobs is extremely important at this time.
Jefferson recently met with local labor union leaders in Rockford to discuss the job market and workforce. Most labor unions reported that 40 percent of their local members are unemployed. Jefferson helped to pass the capital construction plan last session, and is now waiting for Governor Quinn to release funds for local projects. The capital plan is estimated to put thousands of people back to work repairing roads and infrastructure. Jefferson also supported a series of new tax breaks for manufacturing companies, to entice them to stay or move into the area and provide jobs for Rockford-area residents.
House Bill 4628 is also supported by the Illinois Auto Dealers Association and Illinois Motorcycle Dealers Association.
