This arrangement was recommended by Dr. Sheffield based on little or no input from Rockford teachers. Most of them would have suggested many other ways to spend less money but achieve greater results. One soluton that has been well documented in numerous academic studies, is to hire more teachers to reduce class size. This would be especially valuable in the west side schools, where the economy has caused the most challenges to families. Also, ENI does not seem to be quite up to the task.
