Committee reviewing consultants for grant applications

The new Winnebago County Watershed Improvement Plan Steering Committee, which will oversee an intergovernmental effort to secure grants related to storm-water and flooding issues (see “Goverments huddle to hone storm-water management” in the May 5-11 issue), particularly in the Madigan Creek and Welworth-Wentworth sub-basins, was formalized June 3 at the Winnebago County Highway Department.

Don Krizan, the county’s civil engineer who called the meeting, was unanimously appointed as the committee’s temporary chairman.

After the group first met April 27, it was agreed Illinois Environmental Protection Agency (IEPA) Section 319(h) Non-point Source Pollution Control grants would be sought as a first step in the planning process.

May 18, the county’s Highway Department issued 21 requests for qualifications to engineering firms throughout northern Illinois, including the Chicago area. Six companies responded.

Now, committee members are reviewing the qualifications of each respondent to determine which will get the go-ahead as the group’s consultant. If there is no clear leader among the submitted responses, the group will conduct interviews June 14 before making a final determination, which is expected to be announced June 15.

County board members will be asked for permission to proceed with the grant process at the board’s June 24 meeting, and the committee will then have until July 30 to submit its applications to the IEPA.

The consultant will not be paid for preparation of the applications, but as incentive, the selected firm would be hired to conduct subsequent work on the plan if a grant is obtained from the IEPA.
