Man sentenced to 10 years in prison for delivery of a controlled substance

Alan B. Thomas, 45, was sentenced to 10 years in the Illinois Department of Corrections for delivery of a controlled substance, Winnebago County State’s Attorney Joe Bruscato announced July 8.
In March 2009, a confidential informant provided information to Rockford City Police Department’s Narcotics Unit about some heroin dealers who were selling $10 bags of heroin in the downtown Rockford area.
March 17, 2009, members of the Rockford City Police Department Narcotics Unit conducted an undercover, controlled purchase of narcotics from “A.I.,” later identified as Alan B. Thomas. On that date, an undercover narcotics officer placed a phone call to the number for “A.I.,” previously provided to him by the confidential informant. A man answered the phone, and the undercover narcotics officer advised the suspect he wanted to meet up with him.
The suspect told the undercover police officer to meet him at Parthenios, which was a restaurant at 132 N. Church St. The undercover police officer then went to Parthenios and stood outside. The suspect walked out of the diner and approached the undercover officer, who then indicated he wanted “six,” referring to six packets of heroin.
The suspect went back into the diner, then came back out and instructed the undercover police officer to follow him. The undercover police officer and the suspect, believed to be “A.I.,” walked around to the rear of the restaurant into an alley. Thomas pulled out of his pocket six individually wrapped plastic folded foil packets and handed the packets to the undercover police officer, who handed Thomas $60 as payment for the narcotics.
A portion of the tan powder from inside the folded foil packets later field tested positive for the probable presence of heroin with a gross weight of 1.68 grams.
The substance was submitted to the Illinois State Police crime laboratory, which found the substance contained heroin with a gross weight of less than 1 gram.
These events occurred within 1,000 feet of a church.
Delivery of a controlled substance has a sentencing range of four to 30 years.
