Or....it's about a bunch of Idiot School Board members who can't make a decision, so they farm it out to a "consultant".

Thay may also just be following the lead of our local and state politicians...CYA is ALWAYS Job #1

When I taught in Rockford Public Schools, 2005-2010, the district hired a consulting firm and paid 5.5 million dollars for one year of "research" and training that was supposed to change outcomes in RPS 205. We were testing first graders in the area of pre-algebra skills. We tested for about 11 weeks total, and as far as I know the district came out of it with nothing but a 5.5 million dollar invoice. This is the "corporate raiding" of our school systems. This is people at the top cheating the little guy, literally. This is one of the little pieces of the picture that is adding up to people trying to take back what is theirs. "Occupation" is inevitable.
