		<description>House Bill 3914 was successfully blocked in the Senate by the three seat CLEAR subcommittee of the Criminal Law committee on the false claim that it was not CLEAR compliant.  This fails to stop the data from being exposed and publicized.</description>

		<description>Diebold, a manufacturer of ATMs, states on their website that no such emergency alerting system is currently in use. They cite an article in the St. Louis Post-Dispatch which claims bankers oppose the reverse-PIN system out of concerns that &quot;ATM users might hesitate or fumble while trying to enter their PINs backwards under duress, possibly increasing the chances of violence.&quot; Diebold further states that they would be willing to support such technology if their customers (presumably banks) request it.

		<description>AS more information has come to light, it appears that forced ATM withdrawals associated with murders account for at least 3 of the 104 murders in Rockford from Jan 1 2007 to Jan 1 2012 or 2.89%.  This works out to at least 20 murders statewide.  This excludes a crime that begins after a voluntary withdrawal, it does not include cases where the victim had no ATM card and it does not include homicides where the victim was killed before a withdrawal could occur.</description>

WHY would you not want the police to catch Natasha&#039;s killer?  In case you haven&#039;t figured it out, what&#039;s going on is the politicians are ignoring the problem for the benefit of the banking lobby.  By keeping the problem out of sight they keep it out of mind and the business model is protected. If the families of all those victims find out what Pat Quinn did, he won&#039;t be able to flee the country fast enough and his children will probably be in danger. 		<description>That ATM Robbery is a crime is not contested. I disagree that we need a new law.  New laws are the problem, not the solution.  Common Sense, as usual, is the victim.

Robbery is robbery, period.  Whether it&#039;s a bank, or a liquer atore, or an ATM makes no difference.  Robbery is subclassified as to the method and level of violence; armed robbery involves a weapon, aggravated robbery usually involves a deadly weapon.  

What is the logical conclusion if we allow our laws to be subverted to the point that we have to identiy every faucet of a crime or else it&#039;s not a crime?</description>
