Six former Illinois Department of Human Services employees arrested for alleged Medicaid fraud

Between Oct. 24 and Dec. 2, the following individuals were arrested upon the following charges subsequent to investigations conducted by Illinois State Police Medicaid Fraud Control Bureau agents:
Warren H. Perkins, 47, of Rockford, charged with vendor fraud, theft more than $10,000 and theft by deception;
Dora J. Watson, 39, of Rockford, charged with vendor fraud, theft more than $5,000 and theft by deception;
Nicole S. Rogers, 38, of Oswego, Ill., charged with vendor fraud, theft more than $10,000 and theft by deception;
Winter B. Starks, 30, of Rockford, charged with vendor fraud, theft more than $5,000 and theft by deception;
Carolyn A. Russell, 29, of Machesney Park, charged with vendor fraud, theft more than $10,000 and theft by deception; and
Felicia M. Riles, 48, of Rockford, charged with vendor fraud, theft more than $10,000 and theft by deception.
The above individuals were former personal assistants hired by the Illinois Department of Human Services (IDHS) and had been working in the Department of Rehabilitative Services (DORS) Home Assistance program.
The arrests were the results of several 12- to 18-month-long investigations. The allegations involve billing Medicaid for services not rendered.
The above individuals were lodged at the Winnebago County and Kendall County jails in lieu of bail.
