A waterpark, indoor laser tag, whatever. Seldom do those efforts pay off, but people keep trying. And this buffer zone idea is silly. Rockford should be encouraging "clusters" for retail, restaurants, etc. Group them together, get some synergy going. Competition is good, it creates buzz, traffic, and more. It should be encouraged not eliminated. Putting up "buffer" areas is one of the worst ideas one could imagine....
