Man arrested for attempted criminal sexual assault, aggravated battery

Louie A. Serrano Jr., 28, homeless, of Rockford, has been charged with attempted criminal sexual assault and aggravated battery in relation to a May 25 incident in the area of Welty and Greenwood in Rockford.
At about noon, Friday, May 25, Rockford Police responded to the area of Welty and Greenwood for a report of a woman being attacked. Officers located both the victim and the suspect.
The investigation showed the suspect, who was on foot, attacked the female victim. Citizens in the area stopped to assist the female, and the male fled on foot. Citizens kept the person in sight until police could detain him several blocks away.
