City employee compensation data available online

The City of Rockford has created a public database of City employee total compensation packages in adherence to Public Act 97-0609. The database can be found on the City of Rockford website at www.rockfordil.gov [1] under the Finance Department’s page for Financial Reports.
Public Act 97-0609 amends the Illinois Open Meetings Act and the Illinois Pension Code and establishes new requirements that Illinois Municipal Retirement Fund (IMRF) employees must post the total compensation package for each employee having a total compensation package that exceeds $75,000 per year within six days of approving the annual budget. Additionally, any IMRF employer that approves an employee’s total compensation package equal to or in excess of $150,000 per year must post on its website, at least six days before the approval, the total compensation for that employee.
For the purposes of the Act, “total compensation package” includes payment by the employer to the employee for salary, health insurance, bonuses, loans, vacation days and sick days granted in addition to any housing, vehicle, or clothing allowances provided.
While the city was not required to post the information until after they had approved a budget for 2013, Mayor Morrissey felt it important to provide the information as quickly as possible and in a format which was easily accessible to citizens. “We strive to insure that our financial processes are transparent at all levels,” Mayor Morrissey said. “Moving forward with the information sooner rather than later was the best way to offer that level of transparency to our citizens.”
