Rockford man arrested on heroin, cannabis charges

The Rockford Police Department’s Gang Unit has been deployed to southwest Rockford as a result of an increase in gang activity.
Shortly before 8:30 p.m., Friday, June 15, Gang Unit detectives investigated a suspicious vehicle in the 1200 block of South Court Street. During the investigation, detectives recovered 7.76 grams of a substance believed to be heroin, 1.18 grams of a substance believed to be cannabis and in excess of $900 in cash.
The occupant of the vehicle was Donell “LA” A. Webb, 37, of Rockford. Webb was charged with possession with intent to deliver heroin and possession with intent to deliver cannabis.
The heroin charge was enhanced to a class X felony because Webb was within 1,000 feet of Booker Washington Park.
Webb is on parole for a 1996 murder after being released from the Illinois Department of Corrections about six months ago.
Webb is a member of the Gangster Disciples street gang.
