Two arrested on drug charges after attempting to deliver cocaine

Wednesday, Aug. 1, members of the Winnebago County Sheriff’s Police Narcotics Unit conducted a narcotic investigation that resulted in the arrests of Antwon D. Smith, 32, and Stephanie A. Paniaqua, 34, both of Rockford.
Smith and Paniaqua were arrested in the parking lot of a business in the 3100 block of 11th Street at approximately 5:20 p.m. as they attempted to deliver a quantity of cocaine.
Smith tried to flee as deputies were taking him into custody and resisted during the arrest.
Smith was charged as follows:
• Violation of the Illinois Controlled Substance Act (possession with intent to deliver 15-100 grams of cocaine);
• Resisting arrest;
• Aggravated battery to a police officer;
• Possession of cannabis/less than 2.5 grams;
• Criminal damage to government property (damage to official vehicle); and
• Violation of the Illinois Controlled Substance Act (possession with intent to deliver 1-15 grams of cocaine).
Paniaqua was charged as follows:
• Violation of the Illinois Controlled Substance Act (possession with intent to deliver 15-100 grams of cocaine); and
• Violation of the Illinois Controlled Substance Act (possession with intent to deliver 1-15 grams of cocaine).
Smith and Paniaqua are being held in the Winnebago County Jail.
