Three arrested on heroin charges after narcotics investigation at Winnebago and Montague

Shortly after 12:30 p.m., Wednesday, Aug. 15, Rockford police detectives conducted a narcotics investigation at Winnebago and Montague. During the narcotics investigation, three subjects identified as McKinley Hoarde Jr., Christopher Culbert and Rockwood C. Johnson were identified. Detectives located hypodermic syringes on Culbert and Johnson.
Detectives conducted additional follow-up investigation. Detectives located approximately 14 grams of a substance believed to be heroin and a firearm at Hoarde’s residence in the 1200 block of South Court Street. Hoarde, Culbert and Johnson were charged with the following:
Hoarde, 62, of Rockford, was charged with possession with intent to deliver heroin in a drug-free zone and unlawful possession of a firearm by a felon;
Culbert, 27, of Rockford, was charged with attempt to possess heroin and possession of a hypodermic syringe; and
Johnson, 25, of Rockton, was charged with attempt to possess heroin and possession of a hypodermic syringe.
Hoarde is on probation in Winnebago County for a prior drug offense.
Culbert and Johnson are both on parole in Winnebago County.
