Over the past two weeks, Winnebago County Sheriff’s deputies have conducted undercover investigations in response to complaints of public indecency in several forest preserves. Based upon that investigative effort, 13 people have been arrested for criminal offenses associated with this activity.

Oct. 2, three individuals were arrested at Blackhawk Springs Forest Preserve (5360 S. Mulford Road) for the following charges:

• Carl E. Steele, 78, 5340 Forestview, Rockford. Charges: Public indecency/resisting a police officer. Bond: $150.

• David E. Walters, 71, 1388 Livingston Drive, Rockford. Charge: Public indecency. Bond: $150.

• David W. Miller, 39, 502 Beech St., No. 53, Savanna, Ill. Charge: Public indecency. Bond: $150.

Oct. 3, two individuals were arrested at Kieselburg Forest Preserve (5801 Swanson Road) for the following charges:

• Dennis M. Klaas, 58, 9804 Double Ditch Lane, Roscoe, Ill. Charge: Public indecency. Bond: $150.

• Allen F. Beohm, 60, 12195 Rae Ann Drive, Roscoe, Ill. Charge: Public indecency. Bond: $150.

Oct. 4, two individuals were arrested at Espenscheid Forest Preserve (4800 S. Perryville Road) for the following charges:

• Frank D. Barraco, 67, 3769 Springwheat Drive, Rockford. Charge: Public indecency. Bond: $150.

• Matt W. Powers, 34 years old, 5850 Colleen Drive, Rockford. Charge: Public indecency. Bond: $150.

Oct. 4, one individual was arrested at Blackhawk Springs Forest Preserve (5360 S. Mulford Road) for the following charge:

• Cesar R. Rodriguez, 37, 619 Island Ave., Rockford. Charge: Public indecency. Bond: $150.

Oct. 5, two individuals were arrested at Kishwaukee Gorge Forest Preserve (4643 Blackhawk Road) for the following charges:

• Kevin D. Nitz, 56, 2218 Pinedrop Pkwy., Rockford. Charge: Public indecency/aggravated resisting arrest. Bond: $5,000.

• Robert F. Leonhardt, 56, 416 N. Horsman St., Rockford. Charge: Public indecency/battery. Bond: $150.

Oct. 8, two individuals were arrested at Espenscheid Forest Preserve (4800 S. Perryville Road) for the following charges:

• David H. Lockett, 55, 2942 Hanson St., Rockford. Charge: Battery. Bond: $150.

• Robert Martinez-Ruvalcaba, 41, 7110 Farmhome Lane, Cherry Valley, Ill.

Oct. 8, one individual was arrested at Kieselburg Forest Preserve (5801 Swanson Road) for the following charges:

• Brad L. Nelson, 56, 48 Porter Oaks Drive, Roscoe, Ill. Charge: Public indecency. Bond: $150.

The Winnebago County Sheriff’s Office provides police services to the Winnebago County Forest Preserve District by contract. These types of investigations will continue as needed to address this type of activity.
