County’s concealed carry efforts gain regional exposure, county board member on ‘The Teri O’Brien Show’ Oct. 21

Winnebago County’s efforts to enact a concealed carry ordinance are gaining regional attention.
The Chicago Tribune included an article [1] about the effort in its Oct. 18 issue, and Winnebago County Board member Jim Webster, chairman of the county’s Concealed Carry Sub-Committee, will appear on the conservative Chicago radio show The Teri O’Brien Show at 4:40 p.m., Sunday, Oct. 21.
The Concealed Carry Sub-Committee of the Winnebago County Board (which also includes Dave Tassoni and John Guevara) held a public hearing on concealed carry at 5:30 p.m., Wednesday, Oct. 17, in the auditorium at Veterans Memorial Hall. Guest speaker attorney Walter Maksym spoke about the legality of concealed carry, as a concealed carry ordinance in Winnebago County would contradict state law.
Maksym specializes in federal and state constitutional law and has represented gun rights organizations and individuals regarding Second Amendment issues.
A second night of hearings is tentatively scheduled for 5:30-7:30 p.m., Tuesday, Oct. 23, at Veterans Memorial Hall, 211 N. Main St., Rockford. Public input will be sought at the meeting.
The county’s efforts to consider a concealed carry ordinance are driven by a grassroots movement organized by the Rockford Tea Party, which collected more than 11,000 signatures on a petition presented to the county board in August.
Concealed carry refers to carrying a handgun or other weapon in public in a concealed manner. No federal law addresses the issuance of concealed carry permits, although 49 of 50 states have passed laws allowing citizens to carry certain concealed firearms in public. Illinois is the only state without such a provision.
According to the Chicago Tribune, Winnebago County State’s Attorney Joe Bruscato’s office sent a letter [2] to the Winnebago County Board saying the county “could not circumvent state statute and create its own gun law. Bruscato, who for years has publicly pushed for concealed carry laws in Illinois, said he had no choice but to warn against the effort.
“‘Despite my personal views, I cannot give bad legal advice,’ he said. ‘This ordinance would not be upheld.”
