RHA to explore energy efficiency upgrades with residents beginning Feb. 26

Rockford Housing Authority (RHA) will kick off its annual tour of Capital Planning meetings Tuesday, Feb. 26. Resident participation events will be from 10 to 11:30 a.m., Feb. 26, in the community room at Oelsen Plaza, 511 N. Church St., and from 1:30 to 3 p.m., Feb. 26, in the community room at Brewington Oaks, 505 Seminary St.
Annually, RHA performs resident Capital Planning meetings at each public housing development. This year, RHA will be joined by its contracted partner, Johnson Controls, as it explores the possibility of greater energy efficiencies and energy performance contracting.
In a time when operational funding is challenged, housing authorities must look at all possibilities to increase efficiencies and improve operations. Energy Performance Contracting (EPC) does both.
EPC is an innovative financing technique that uses cost savings from reduced energy consumption to repay the cost of installing energy conservation measures. Normally offered by Energy Service Companies (ESCOs), this innovative financing technique allows building users to achieve energy savings without upfront capital expenses. The costs of the energy improvements are borne by the performance contractor, and paid back out of the energy savings.
Initial estimates show RHA may be able to produce $4 to $8 million in energy system improvements. This year’s resident meetings and energy audit will help prove the actual values RHA may be able to achieve. The analysis period will take approximately eight weeks.
RHA provides housing to low-income families, elderly and disabled citizens of Rockford.
