Second victim in Dec. 16 hit-and-run on East State dies

Zhang Xin, 36, of Shanghai, China, died at 11:23 p.m., Friday, Jan. 3, 2014, as a result of injuries he sustained after being struck by a vehicle in the 7600 block of East State Street Dec. 16, 2013.
The owner of the offending vehicle, 49-year-old Dean H. McCullough of Belvidere, has been charged with obstructing justice, failure to report an accident and no insurance.
The hit-and-run occurred on East State Street near the Clock Tower Resort. Police said an SUV struck two pedestrians, 27-year-old Weixue Liu and Xin, before leaving the scene. Liu also died as a result of his injuries.
Both men are from China and were employed by Sundstrand. They had just arrived in Rockford by bus and were walking to a nearby hotel with two other colleagues when they were hit by the Jimmy, police said. The other two pedestrians were not struck.
McCullough was taken into custody at 4 p.m., Friday, Dec. 20, at his home, 2134 Pengate Pkwy., Belvidere.
After an extensive investigation and a tip from a neighbor, police, on Thursday, Dec. 19, obtained a warrant to search McCullough’s residence, where they found a maroon 1999 GMC Jimmy parked in the attached garage.
The vehicle had damage to the front end and passenger side, as stated in a description of the SUV released to the public after the crash.
Investigation into the incident is ongoing. The Rockford Police Traffic Unit is working with the Winnebago County State’s Attorney’s Office.
