Within the past two weeks, in collaboration with Rockford Housing Authority, Gorman & Co., and the Rockford Police Department District Two Neighborhood Response Unit received complaints about the sale of narcotics from a residence located within Apartment 16 at Brewington Oaks, a Rockford Housing Authority property at 515 Seminary St.
An investigation was initiated into the allegations. Officers presented the findings of the investigation to the Winnebago County State’s Attorneys’ Office and then obtained a search warrant for the residence.
Thursday, May 15, at approximately 8:30 p.m., members of the District Two Neighborhood Response Unit, with the assistance of Metro Enforcement security officers, executed the search warrant at the residence. The search yielded an amount of suspected heroin and the arrest of Michael L. Howard, 56, of Rockford.
Howard has been charged with possession of heroin (not more than 15 grams). He is lodged in the Winnebago County Jail on a $5,000 bond. He is scheduled to appear in court June 5.
