10 arrested on public indecency charges at area forest preserves

Over the past two weeks, Winnebago County Sheriff’s deputies have conducted undercover investigations in response to complaints of public indecency in several forest preserves. Based upon that investigative effort, 10 people have been arrested for criminal offenses associated with this activity.

The following individuals were arrested at Espenscheid Forest Preserve (4816 S. Perryville Road) for the listed charge(s):

James L. Richmond, 72, Cherry Valley, Ill. Charge: Public indecency. Bond: $1,500.00 Arrested May 21.

Brian K. Piske, 53, Rockford. Charges: Public indecency/aggravated driving while suspended/no insurance. No bond. Arrested May 22.

Virgil E. Galyean, 62, DeKalb, Ill. Charge: Public indecency. Bond: $1,500. Arrested May 23.

Donald D. Cabral, 52, Rockton, Ill. Charge: Public indecency. Bond: $1,500. Arrested May 23.

The following individual was arrested at Blackhawk Springs East Forest Preserve (5801 S. Perryville Road) for the listed charge(s):

David A. Oblinger, 53, Belvidere, Ill. Charge: Public indecency. Bond: $1,500. Arrested May 22.

The following individuals were arrested at Kishwaukee Gorge Forest Preserve (4643 Blackhawk Road) for the listed charge(s):

Gene L. Beenken-Draper, 34, Rockford. Charge: Public indecency. Bond: $1,500. Arrested May 20.

Frank D. Barraco, 68, Rockford. Charge: Public indecency (felony — third offense). No bond. Arrested May 20.

Duane H. Hickman, 50, Kiel, Wis. Charge: Public indecency. Bond: $1,500. Arrested May 23.

Charles N. Porter, 72, Rockford. Charge: Public indecency. Bond: $1,500. Arrested May 23.

The following individual was arrested at Kieselburg Forest Preserve (5801 Swanson Road) for the listed charge(s):

Daniel L. Ohms, 58, Roscoe, Ill. Charge: Public indecency. Bond: $1,500. Arrested May 22.

The Winnebago County Sheriff’s Office provides police services to the Winnebago County Forest Preserve District by contract. These types of investigations will continue as needed to address this type of activity.

    Really? You perverts can’t keep it inside? Enough is enough. They should be forced to register as sex offenders after 2nd conviction. Maybe they will realize that normal humans don’t act this way. Deeply perverted. I am worried for the children that live by these folks.

    Yes, they are perverts and they should register as sex offenders but I would like to see them ordered to attend mandatory counseling also. There has got to be a way to stop this cycle too. I am sure some of these men are fathers and grandfathers.
