Obituary: In the arms of his beloved ‘Billie’

We have lost another “good guy.” Tom Mills was a remarkable man; he passed away May 16. A pillar in the community, a suave businessman, outstanding father, grandfather and someone who we know rests in the arms of his beloved wife, “Billie.” She passed away only six months ago. Maybe there is such a thing as dying of a broken heart; we may never know. But if ever there was a love story, Tom and Billie Mills were definitely the two individuals who in our minds portrayed love at its finest. Our heart goes out to their sons and family.

On Wednesday, Tom departed this earth. He worked hard for everything that he had amassed in his short lifetime. But if there is any consolation, he died in the yard of the “Estate” that had been his and Billie’s “sanctuary” for so many years.

“I will remember Tom and Billie as a ‘Couple of Courage,’” said The Rock River Times Editor & Publisher Frank Schier. “Both of them stood up and heartfully gave their testimony as to why the East State Street asphalt plant should not be built to ruin their and their neighbors’ adjoining property values and lives. But the Zoning Board of Appeals rolled over them as they roll over citizens who are not in the ‘William Charles’ league’ of influence in our failed democracy. Tom and Billie were real people, not phonies, not fakes whose hearts should not be around to be broken again if they were to see what happens to their ‘sanctuary.’ Both of them were real, delightful ‘characters.’ Oh, how we need more such ‘characters’ with such amazing character as individuals. I am honored to have known them. Please remember them for inspiration when you think of ‘Citizens!’ I will.”

Obituary: Beverly Crittenden, 75

Loving Wife and Sister

Beverly Crittenden, 75, a lifelong resident of Rockford, died Sunday, May 20, 2012 in her home with her loving husband at her side. Born April 2, 1937, the daughter of Clifford T. and Beatrice (Martin) Holland. Married her loving husband, Paul W. Crittenden. Beverly worked at Rockford Memorial Hospital as a Registered Nurse for 27 years. A member of the Rockford Unitarian Universalist Church, Blackhawk Trails Club, Wild Ones, Natural Land Institute, Ridges Sanctuary and Out of Doors Water Color Group. She and Paul spent a lot of their time camping and enjoying the beauties of nature together. Paul would like to extend a heartfelt thank you to her VNA hospice nurse, Vicki, for all that she did for Beverly. Survivors include her husband, Paul; sisters, Roberta Carlson and Delores Mordt. Preceded in death by her parents and her sister, Michaeline Rule. Memorial service Saturday, June 2, 2012 at 11 a.m. at the Unitarian Universalist Church, 4848 Turner Street, Rockford, IL. Diane E. Wieland, 61, of Mondovi, Wis., passed away Tuesday, April 24, 2012, in her home. Born Aug. 3, 1950, in Rockford, the daughter of Joyce E. (Erb) and Ferdinand S. Aramovich. Diane was a graduate of Boylan Catholic High School, Class of 1968, and attended both Rock Valley College and Bradley University.

She is lovingly survived by her daughters, Sarah (Christopher) Sheppard of Champaign, Mary (Chad) Stolte of Red Bud and Lora (Jeff) Thornton of Oregon and their father, John Wieland of Mt. Morris; grandchildren, Gavin and Logan Sheppard, Warren and Lucy Stolte, Katlyn and Issac Reber, and Haley and Hanna Thornton; mother, Joyce Aramovich; sisters, Lynn (John) Larkin of Rockford and Susan (Scott) Burbank of Homer, Alaska; brothers, John (Francie) Aramovich of Evergreen, Colorado, David (Molly) Aramovich of Overland Park, Kansas and Mike (Marcia) Aramovich of Rockford; aunt and uncle, Clifford and Patricia Erb and many nieces, nephews and cousins.

Omega Guzzardo: June 6, 1992-March 3, 2012

Omega Guzzardo departed her earthly life Saturday, March 3, 2012, at her loving home, Willow Wind Farms in Rockton, Ill.

Omega and I were very fortunate to have the caregivers Elaine and Gary Pierce at Willow Wind provide us both with excellent care and love that any horse or horse owner deserves but doesn’t always receive.

Omega and I spent 13 loving years together. We did everything from competing at Temple Farms and Lamplight to spending hours in the woods searching for morel mushrooms and getting chased by a turkey. Many good times with our other friends trail riding in Roland Olson Forest Preserve were shared as well.

The last few years, Omega had a new job — teaching my granddaughter, Morgan, the ins and outs of horsemanship and having the experience of a baby human all her own to love. Some days, when I would arrive at the barn without Morgan, Omega would let out a deep sigh looking for her little girl she loved so much. I would laugh and say, “Oh, well, Meg, it’s just you and me today.”

I can’t thank Gary and Elaine Pierce enough for going above and beyond the standards of care they provide for the horses that reside there.

Omega is survived by her mom, Denise Guzzardo; her dad, Lyle McKinney; her brothers, Austin (Amy) and Jordan (Jenny) Guzzardo; her nephew, Jackson Walker; and most importantly of all, her little niece (my granddaughter), whom she loved with all of her heart, Morgan Guzzardo.

In Memoriam: Tim Emmons, 1958-2012

A great voice in public radio has been silenced. With the passing of Timothy Emmons, general manager of WNIU and WNIJ in DeKalb, Feb. 18, 2012, we bid farewell to an era that saw many changes.

Born June 18, 1958, in Champaign, Ill., Emmons came to WNIU in 1988, serving as program director. He was instrumental in the creation of station WNIJ in 1991. Not long after, he left to become program director at KWMU in St. Louis, but returned to Northern Public Radio in 1995 as station manager. Fifteen months later, he became director and general manager, a position he held for the past 15 years.

In 2009, Tim Emmons received the Don Otto Award from the Public Radio Program Directors Association and Audience Research Analysis for his continuing dedication to public radio excellence and public service. This is one of the highest honors in public radio. After receiving the award, he gave an interview to NIU’s Northern Today.

Besides working for Northern Public Radio, Tim and two partners were consultants for radio stations across the country with their business, Strategic Programming Partners. They also created Morning Edition Grad School, a series of workshops that trained nearly 100 public radio stations, including nearly all those in the largest U.S. radio markets. Emmons was active in several professional and community organizations. He served on the board of directors of the Illinois Public Broadcasting Council, including two years as president. He was also on several advisory committees for National Public Radio.

Remembered by friends and colleagues as a dedicated worker and an efficient planner, he had been battling colon cancer for the last few years. He trained his colleague, Staci Hoste, to take over as interim general manager. She recalled: “Tim left an indelible mark on this community in the form of Northern Public Radio as you now know it. Twenty years ago, Tim was instrumental in not only launching Northern Public Radio’s second FM radio station — WNIJ — but also in re-shaping WNIU into the 24/7 classical music station we still enjoy today. Under his leadership, we have continued to evolve as a station dedicated to providing quality radio programming to the area.”

The Rock River Times spoke with several of the WNIU/WNIJ staff, who reflected on their late colleague.

Dan Klefstad, reporter for Morning Edition, said: “I am very much a product of Tim’s training. He was a great teacher, probably the most important teacher I’ve ever had. The news and information I present during Morning Edition is very much a result of his ideas and his coaching. Tim was very focused on Morning Edition, in particular when trying to improve the sound of local public radio stations nationwide, and he did this through something called the Morning Edition Grad School, or MEGS. This is a project of Strategic Programming Partners. Tim and the rest of this group traveled around the country. At one point, they did receive funding from NPR to do this. They go to local stations throughout the country, including WNIJ, and train the Morning Edition hosts and associate reporters in best practices for public radio to try to achieve the NPR sound and get as close to the editorial quality and sound quality that you hear from NPR.”

Sue Stephens, reporter, said, “We got kind of spoiled working for someone so good. It was great because he really knew the business from all sides, and having been a reporter in his early years, he knew how important it was to keep the newsroom separate and independent. The other thing that was great was, he truly believed in the importance of training, continual training throughout your career. There is always more to learn, and he always encouraged us to go to workshops and attend conferences to learn more and share that with each other. Just keep learning. You don’t always find that in a boss in this business.” As an aside, she added, “We‘re all honorary Cubs fans around here by now.” (Emmons was a great Cubs fan.)

Scholarship fund for Emmons’ children

Emmons is survived by his wife, Charlene, their son, Daniel, and their daughter, Jordan. His family takes comfort in his steadfast Christian faith that sustained him to the end, and the support of their friends at Christ Community Church in DeKalb, where the funeral was held.

Staci Hoste, interim general manager, commented on the scholarship fund that has been established at the station for Emmons’ children. “Internally, we’ve been calling it the Emmons Education Fund. Tim had asked that contributions be directed toward his children’s education. When you lose a parent at that critical time in life, that was a concern for Tim that his children would have access to education. We have set our staff goal.” She added that it is open to not just the staff, but also listeners – everybody who would like to contribute. But she specified that donations should not be sent to Northern Public Radio as they would not be able to discern exactly where the funds should be directed. In Memoriam: Helen L. Gilbert

Staff Report

Helen L. Gilbert, 86, of Loves Park, died at 4:55 p.m., Saturday, Nov. 12, 2011, in Rockford Memorial Hospital from injuries received from a fall in her home. Born Feb. 17, 1925, in Escanaba, Mich., daughter of James and Edith Burgo Powers. Graduated from St. Anthony Hospital School of Nursing in 1946 and worked as a registered nurse in the St. Anthony emergency room, ICU and the polio ward. She also was a school nurse in the Harlem School District. Married Louis R. Gilbert in Escanaba Sept. 4, 1948. She was a long-time member of St. Bridget Catholic Church, where the Gilberts were one of the first parish families. For more than 30 years, she was a consultant for Doncaster Clothing and for many years was a member of the President’s Circle and one of the top Doncaster consultants in the U.S. Helen was very active in the community and church organizations. She was a member of Catholic Women’s League, Caritas, St. Anthony Auxiliary and Provena St. Anne Auxiliary. She previously had been involved with activities with the Law Wives and was on the MetroCentre Board of Directors, a member of the University Club and the Quota Club. She was a lifelong tennis player, an avid bridge player, and, in addition to her family, one of the most important parts of her life for more than 50 years was her pot luck crowd and, more recently, her breakfast group.

Survivors include her children, Michael Gilbert, Patricia Wallis, Mary Mathis and John (Diantha) Gilbert; grandchildren, Erin Castrejon, Louis Gilbert, Emily Gilbert, Sean Gilbert and Ellen Gilbert; great-granddaughter, Tia Castrejon and numerous nieces and nephews. Predeceased by her husband Oct. 26, 1994, her parents and four sisters.

Mass of Christian Burial at 11 a.m., Friday, Nov. 18, 2011, in St. Bridget Catholic Church with the Rev. Paul Lipinski officiating. Burial in Calvary Cemetery. Visitation from 6 to 8 p.m., Thursday, in Fitzgerald Funeral Home & Crematory, Riverside Chapel, 3910 N. She tried to protect her ‘sanctuary’ — till the end!

For any of you who had not been blessed with getting to know Billie Mills, you missed out on a remarkable woman. We became friends and “activists,” as Billie referred to us, in our determination to keep this asphalt plant out of our back yards.

Billie and Tom built their “sanctuary,” as Billie referred to their “slice of heaven,” more than 21 years ago. They custom built their home with pond a and lived upon more than 7 acres directly behind the quarry. Billie was a suave business woman, loved people, and fought for what she believed in.

Billie loved Rockford, fought to preserve it and became devastated when she saw what our county had become. She saw firsthand backroom deals, political favors, and the “good old boys club.”

Billie passed away Sunday, Oct. 30. We considered ourselves so fortunate in becoming friends with this remarkable woman. We were blessed to have gotten to know and love her. This fight brought us together, and we will continue on in Billie’s memory.

Editor’s note: So much for: ‘Hey, it’s just business. It’s just politics. It’s nothing personal’

Billie Mills is dead. There’s no doubt about it; the stress killed her — the stress of an asphalt plant invading her beautiful “sanctuary” complete with its serene pond and beautiful house and deck for surveying the scene — not to mention the loss of her property’s market value.

Just before the county board vote on the asphalt plant, I received an envelope from her with the following four items in it:

• a single, orange sheet of paper reading STANDARDS FOR SPECIAL USE PERMITS

*1. The establishment, maintenance or operation of the special use will not be detrimental to or endanger the public health, safety, morals, comfort, or general welfare.

*2. The special use will not be injurious to the use and enjoyment of other property in the immediate vicinity for the purposes already permitted, nor substantially diminish and impair property values within the neighborhood.

*3. The establishment of the special use will not impede the normal or orderly development and improvement of the surrounding property for uses permitted in the district.

* An asphalt plant in the E. State St. quarry is in direct violation of the Winnebago County Standards #1, 2, 3, and 6 for a special use permit.

• A letter entitled “ASPHALT PLANT A ‘BIG TOXIC CARCINOGENIC’ PROBLEM” with a sticker reading: “You’re invited to vote NO,” from Billie.

• Six single sheets stapled together. The first had a picture of the quarry where the asphalt plant might go, entitled, “They own ‘46’ Companies and pay only $400,000 in Property Taxes, ‘William Charles.’” The second sheet had a property tax bill for a property in the Fox Ridge subdivision on it, with the rate increasing from $1,784.61 to $1,859,88. Along side, the bill reads: “The properties directly adjacent to the proposed asphalt plant are in the City of Rockford and we pay Rockford Taxes! The third page said in big type: The property within a 1 mile radius pay an excess of $2 million in property taxes! Who’s the good neighbor?” The last three pages were her subdivision pictures, with the last two pictures being of Billie’s pond.

• Stationery with a small, round, black and white sticker with a shapely woman and an American flag, reading “Billie D. Mills Skin Care Products, Mfg. For Billie D. Mills Intl. Inc. Chicago/Rockford, IL USA, and the title, “Ink Spots from Billie….”

Her note read: “Hi Frank, This is what we sent to all the Board Members. Thought you would enjoy all the info we put together. Thank you for being there for us. We LOVE YOU! Warm regards, Billie D.”

For 20 of the 28 county board members, Billie was a nobody like the other nobodies whose lives and land they ruin for their special interest buddies. They have kissed the ass of special interests in disregarding the 2030 plan on all of its major challenges: the Cannell Development, parts of the Wind Ordinance, and now this damn asphalt plant. The 2030 Plan is a HUGE JOKE. Think “huge” and now go look at North Main Street starting at the YMCA camp and going a lousy three-quarters of a mile north with a DEVASTATING CLEAR-CUT. Swine. Look at the Amerock neighborhood. Look at Kilbuck Creek. The monied moreoffs are slowly polluting and paving our future.

And the politicians “Baa, Baa” and “Moooo” with the special dinners, vacations, campaign fund-raisers and backslaps with the envelope full of cash. But, hey, got that union vote! What a job.

Billie, what a personality you had, sparkling! Unlike so many of the “politically correct,” you really cared. You really were a character, unusual and bright. Poor Tom must miss you terribly. I never got to thank you for the very nice note. Billie, you’re in a better place than Winnebago County, and I love you and all your neighbors, too. I’m so, so sorry. I hope Tom and your neighbors sue the crap out of them! It will take a while.

Maybe the Winnebago County Board will remember you as they vote on the next “special-use permit.” Then again, maybe not. Just before her aorta burst, she said: “I can’t take this any more!”

Memorial service Nov. 4

Billie D. Mills, 67, of Rockford, died at 4:56 p.m. Sunday, Oct. 30, 2011 in OSF St. Anthony Medical Center. Born Jan. 16, 1944, in Camp McCall, S.C., the daughter of William G. and Mary (Szilage) Fox. Married Thomas Mills in 1972, in Elgin. Founder of Billie D. Mills International in 1985. This company developed formulas for products under the trade name Sukkara Skin Care. She was also active in the East State Neighbors Association opposing the asphalt plant. She is survived by her husband, Thomas, of Rockford; children, W.T. Mills of Rockford, and William (Patti) Mills of Naples, Fla; grandchildren, Jacob and Brandon Mills of Naples, Fla.; sister, Candace (Walter) Evans of Dallas, Tx.; brother-in-law, Larry Mills; several nieces, nephews, great-nieces and -nephews. Memorial visitation will be held from 4 to 6 p.m. Friday, Nov. 4, 2011, in Olson Funeral & Cremation Services, Ltd., North Main Chapel, 2811 N. Main St. Memorials to the family for a memorial fund to be established at a later date.

Downtown developer, Mark Baker, passes from heart attack

Mark A. Baker, 55, of Shirland, Ill. died Friday Oct. 21, 2011, in Rockford Memorial Hospital.

Born March 31, 1956, in Oak Park, Ill. the son of Mr. and Mrs. James and Velma (Mirabelli) Baker. Mark has lived 20 years in Shirland, Ill. coming from Oak Park, Ill. He is the owner of Sports and Specialty, Inc., and managing member of Urban Equity Properties in Rockford, Ill. He is a member of Friends of Ziock (FOZ).

FOZ’s Don Bissell wrote: “FOZ has lost an enthusiastic and meticulous worker, a charter ‘friend [of Ziock]’ and a good friend Friday evening. Mark Baker was not only thoroughly dedicated to our cause, he was heading up the Marketing Team and spending untold hours crafting the marketing materials as we prepare to go ‘live’ with our campaign.

“Not only that, we’ve learned within the last few hours that, unbeknownst to us, he’d recruited a cadre of his family members to help. Kathy and son Zach not only knew of Mark’s passion for the downtown, but had been lending a hand behind the scenes.”

Survivors include sons: Zachary M. (Melinda) Baker of Rockton, Ill., Jackson T. Baker of Shirland, Ill.; granddaughter Alaina Baker and one to come; Kathryn Baker of Shirland, Ill.; long-time business partner Justin Fern. Predeceased by parents.

Rockton Township Trustee and political activist Dean Mohring said of Baker: “A man of integrity. A high-quality individual with business acumen, interested in government that was not corrupt. A very good friend who I’ll sorely miss.”

“Baker’s parents would have been very proud of him, as are his friends,” said The Rock River Times’ Editor & Publisher Frank Schier. “He had real character and courage. He wasn’t afraid to stand up to anyone and call them on the carpet. Even his opponents respected him. Ask Rep. Dave Winters, Rockton Mayor Dale Adams, or anyone in the Nicolosi Law Firm. As a businessman, he could restore a bathtub Porsche, a Victorian apartment or a collapsing brick building, with high-quality work and at a profit. He just worked very hard and quietly, never seeking the spotlight; in fact, he avoided it. I admired him. Both of us have been known to be ornery and disillusioned at times. Living with the system around here, guess why. I had fun arguing and trading insults with him too infrequently, and I will miss his sharp wit. He had a great grin.

“His departure is a great loss for the area; however, he mentored Justin Fern from when Fern was only 15 and taught him well,” Schier added. “I saw and I’m sure that Mark had great faith in Justin and his sons, Jack and Zach. Those young men will do very well moving forward Mark’s legacy and dreams.”

Fern and Baker restored or are restoring many buildings downtown, including: 321 W. Jefferson, lofts and commercial space; 110-112 N. First St., lofts and commercial space; 327 W. Jefferson St., MSG Graphic II Building/Adriatic Night Club; 317 Market St., art galleries and lofts; 408-414 E. State St., Metropolitan Hall Project; 1270 N. Main St., El Dorado Apartments; several two-flat apartments in the North End area, as well as commercial and residential properties in the South Beloit area.

Fern said of Baker: “His passing is a huge loss to the downtown development. He’s the most honest and loyal person I’ve ever done business with. He was a great friend and mentor. Urban Equities will continue to develop the downtown area.”

Funeral ceremonies to be held at 11 a.m. Thursday, Oct. 27, 2011, in McCorkle Funeral Home, 767 N. Blackhawk Blvd., Rockton, Ill., with Pastor Cory Williams of Central Christian Church in Beloit, Wis., officiating. Burial will be in Shirland Township Cemetery. A visitation will be held at the funeral home from 4 to 8 p.m. Wednesday, Oct. 26. A memorial is being established.

In Memoriam: Britomar Lathrop, Feb. 17, 1921-Oct. 4, 2011

Britomar Lathrop, 90, died Oct. 4, 2011 at Rockford Memorial Hospital. She graduated from the University of California at Berkeley with a Ph.D. in psychology. She was employed by Singer Mental Health Center for many years before opening her own private practice, from which she retired at age 85. She was predeceased by her husband, Lyle, in 2008. Survivors include her daughter, Zena (Neil Johnson) Handlon, stepchildren and stepgrandchildren, and five great-grandchildren. Ms. Lathrop was a dedicated Quaker, a volunteer at Severson Dells, a member of Rockford Writers’ Guild, Word Weavers and Womanspace. In May 2002, she published Britomar’s Road Diaries, her own account of her family’s travels in California for five years, how she grew up under the dominance of a stern, demanding father, and eventually made peace with him. She resolved her own conflicts with a situation over which she had no control, and finally became stronger from her struggles. The review of her book, Britomar’s Road Diaries, originally published in The Rock River Times in 2002, is available online for our readers.

Obituary: Jane Justine Loveland (1922-2011)

Jane Justine Loveland

Jane Justine Loveland, born in Earlville, Ill., Aug. 25, 1922, passed away suddenly in Seal Beach, Calif., on Aug. 20, 2011, at the age of 88.

Her parents Egidi and Justine (Wassler) Bauer came from Germany. She had two sisters, Margaret Hecathorn of Earlville, Ill., and Lucille Bardoner of Clarion, Iowa.

Jane married John J. Loveland on June 1, 1957, in Bowling Green, Mo. She was a member of the United Methodist Church in Oregon, Ill. She was employed as a Postal Clerk at Oregon Post Office for 40 years, retiring in 1985. Jane was a resident of Oregon, IL. until 2006, when she moved to Seal Beach, Calif., to be near her son.

She was preceded in death by her parents, husband and sisters. She is survived by her son, Mark (Gail) Loveland, and granddaughter Michelle of Garden Grove, CA.

A Memorial service will be held at 10 a.m., Saturday, Sept.17, 2011, at Earlville United Methodist Church, 313 Stilson St., in Earlville, Ill, with Pastor Cheri Stewart officiating.
