Rockford detective charged with child pornography

ROCKFORD — A Rockford Police detective found himself behind bars after being arrested on three counts of possessing child pornography.
Authorities say Joshua Steven Grover, 45, was booked into the Winnebago County Jail Thursday. He is currently be held without bond. According to jail records, Grover is accused of possessing pornographic photos of children younger than 13. He is scheduled to appear in court at 1:30 p.m., Friday.
“It’s outrageous that we have another officer charged with a criminal offense, in particular for such an egregious crime against children,” Mayor Tom McNamara said in a release. “As a community, we are working diligently to end violence against women and children and learning that someone within our ranks is alleged to have engaged in this behavior is heart wrenching. If found guilty, I hope he is held accountable to the fullest extent allowed by law.”
Grover is the second Rockford officer in a little over two months to be charged with crimes. Sisomphou Singmouangthong, 43, of Rockton, was arrested July 11 and charged with domestic battery. He pleaded not guilty Sept. 7.
Both officers are on administrative leave pending the outcome of their cases.
