ROCKFORD – The Winnebago County State’s Attorney’s Office has partnered with a Chicago collection agency to recover more than $14.1 million in outstanding fines from people involved in the criminal justice system.

According to State’s Attorney Maryiln Hite Ross, her office contracted with Harris and Harris, Ltd. in December 2011.

“Over the past several years, there have been many efforts made to get people to pay what they owe to Winnebago County,” Hite Ross’s office said in a release. “Harris and Harris, Ltd. has a strong reputation and represents many government agencies throughout the country.”

The fee paid to Harris & Harris to collect is paid by those who have delinquent fines and fees, the state’s attorney’s office added. The firm has been collecting debt for government agencies, utility services and health care facilities since 1968.
